It is a mailer from JCPenney and is good for $10 off a $10 or more purchase in-store or online February 14-27th. There are a few exclusions, but if you can find something for $10 or close to, you will be getting it free or really cheap! I don't shop at JCPenney regularly but will be happy to stop in if they want to give me free stuff. Let's hope you get this in the mail too!
